Backdating for refugees

Someone recently suggested that the provision to abolish the right to backdated IS for refugees once they receive their decision is contrary to UN convention on Refugees (sorry, can't find post or would have added link). This makes a lot of sense to me having now read the convention.

Is this of any practical benefit? In other words, does the convention have any force in law? Also, presume that as changes are being brought in as a result of an act of parliament ther would be nothing we could do anyway?
