FIVE KEY OBJECTIVES FOR DWP.....

See news item today ..........below is an extract :-

In addition, on the publication, in autumn 2006, of the DWP's revised Five Year Strategy, Mr Hutton is asked to set out how he proposes to increase 'personalisation, choice and contestability in the welfare delivery system', whilst implementing the Spending Review settlement, 'against the background of lower growth in funding'.

Now, it might just be Friday, or it could be an age thing, but could someone explain what "personalisation, choice and contestability in the welfare delivery system" means in english.....?

Personally, I think the whole emphasis of the news item is a tad worrying -

Personalisation = "talking to a personal adviser on the phone"

Choice = "you can call a personal adviser on the phone from the Jobcentre Plus office or your mobile"

Contestability = "arguing with your personal adviser about whether s/he will accept your claim"

It is Friday afternoon, after all.
