Normally, following the toolkit link to Consolidated Legislation, and then going to the Claims and Payments Regulations section of the DWP "Blue Volumes", would suffice.
For some reason this is'nt the case with respect to Reg 19.
So, here's a scan of it from the latest edition of Social Security Legislation Volume III:

There's nothing yet approaching Rowland and White's commentary to reg 19 found in the above.
However, the DWP's own guidance on Reg 19 can be found in paragraphs 02235 to 02238 of Volume 1 Chapter 2 of the Decision Makers Guide
