Sure Start Maternity Grant and PFA

Hi guys
We've got a bit of a problem in here and I am looking for a wee bit help!
Client (male) has british passport, but partner has no recourse to public funds and is PFA. She has no right to be in the UK as far as we can tell, no NINO etc. Client has claimed JSA(IB) child ben and Child Tax Credit. They have been given a form now to claim Sure Start Maternity Grant from the Jobcentre and what I am wondering is, is the client able to claim the SSMG, even though he is male?
