i support two young lads who live at a care home the question i would like to ask is can the care home claim a reduction in the council tax they pay which can then have a positive knock on effect for the lads in as much leave more money for them to do activities.

That’s a big question Would need more detail - like how is the care home financed and how old are the lads and what benefits are they “the lads” getting. If it’s a registered care home then the organisation that run the care home will be getting “fees” for the lads placements paid by the local authority. So they should have included all their outgoings like council tax and activities for the lads when deciding how much to charge. The lads would also be paying part of the fees from their benefits and keeping a personal allowance used to be called pocket money.
If it is supported housing and the lads are paying rent and claiming housing benefit its different. The cost of the council tax can be included in housing benefit.
