Can anyone help with CSB/213/1987, concerning liability for housing costs. I have a client who lives alone in a house which is paid for by his sister who has a mortgage on the house. My client is trying to claim Housing Costs from PC but there may be an issue as to who actually has liability for the costs, the handbook mentions the above case as guidance that liability doesn't necessary mean legal liability but I think we could use a bit more detail.
