Budgeting Loan / review of CCG decision?

I have a 17 year old client moving on from temporary supported accommodation into an unfurnished flat who has just been turned down for a CCG but offered a Budgeting Loan instead. I don't know what the reasons for them turning down the CCG is, since they didn't put them in the letter, so I'm still waiting for that information, but I'm quite sure that this young person ought to get a CCG and as soon as I know their reasoning will be assisting her in seeking a review of the decision.

If, in the meantime, she accepts the Budgeting Loan (as it's going to be extremely difficult to move her into her new flat without any money for furniture at all), will this affect the possibility of her getting the CCG decision changed (i.e. will they say, well, now you have a bed/cooker/fridge etc so you don't need a Community Care Grant anymore, ha ha, so there)? Does anyone have any experience of how this works?

I always tell clients to accept the offer of the loan and then we still go ahead with the review process. In my experience the fact that the client has accepted a loan has no bearing on the review process. The reviewing officer has to make their decision based on the evidence before them about the circumstances at the time of application.
If the review request is successful then the loan is converted to a grant and in some instances I have had the amount awarded increased.
