Hyperthetical questiion - if a client rents a single room for £90 pw, and the local LHA rate is £70, can the LA use DHP to go some way to making up the difference? .......

Yes they can. DHP works in exactly the same way as before.

More than likely but remember that it is a discretionary payment and only given for a set amount of time - depending on the local authority's timescale. i.e payment could be for three or max six months before it ends and then they would need to find the difference themselves or reapply for the payments to continue, depends on the authority.
