We are aware that people with ESA (IR) are being turned down for free School Meals and clothing grants and other passports issued by Council's.
Locally the person responsible for administering admitted last week that they have never heard of ESA and until they had guidance from the Scottish Executive they would continue turning them down.
She then checked with a few other Scottish authorities who also confirmed they were unaware and they would also continue turning people down on ESA (IR).
This despite us mentioning the Statutory Instrument has already issued in October 2008 making the change and passporting people on ESA (IR).
