Carers Allowance - Aiming High

Does anyone have any information as to whether Aiming High payments made by a local authority to contract type carers looking after children with disabilities are foster payments made under Section 23 of the Children Act and, therefore, disregarded as earnings for carers allowance?

I understand Aiming High to be a recent government initiative in this area.

You might want to get in touch with Contact a Family as they do a lot of work with parents of disabled children.
