Independent Living Fund

I have a 30 year old single parent, Lorraine, who is in receipt of child tax credit and IS. Lorraine has a severally disabled mother who is on the high rate of care. The Independent Living Fund pays for her mothers carer. Her mother wants the ILF to give some of this money - £40.20- to Lorraine for 5 hours care per week to fill a gap that her other carer cannot fill. (Lorraine does not want to claim Carers Allowance). I know that her disregard for earnings is £20 pw but would she be entitled to the full disregard because the money is coming from the ILF or is it just her mother that benefits from the full disregard?
