I have a family to advise and could do with some thoughts on it all. Both parents have died. Mum died recently and made her cousins the legal guardians of the two youngest children. The cousins are a married couple. They are caring for the children and they all live together with the older son who is 18. The cousins are both students from abroad so have no entitlement to benefit. They are working but I have no idea of their income. The 18 year old is about to go to University away from home. Should he claim Child Benefit, Guardians Allowance and CTC for his sisters? Is there any reason why he should not or cannot. I know little about student grants but assume he can also get extra grant including them. Will this be a problem for him?

I think the lack of a reply suggests that your query is a little too involved for contributors here.
I would recommend you refer to a local welfare rights adviser. If you're not sure where to find one, try cls direct.
The one thing that I would add is that though the cousins might be legal guardians, that doesn't necessarily the mean the children are compelled to living in their household.
