Effectively they will seek a supersession of the earlier decision. This was always for many years known as an Unforseen Aggravation Review, a phrase which still sums it up well. They will be arguing that the previous decision was wrong/has did not anticipate events as they have turned out. A letter to the I.I.D.B. Office seeking this will start the process off. A medical examination will likely follow. Then a dcn, and then, if that is unsuccesful, this can be appealed against.
