Not significant part of day!!

I have case next week which the 'reasons for the decision' agree help needed to get in and out of bed, shower, dress and use stairs but 'submission' states this would not take up a significant part of the day!
I have noticed several decisions lately agreeing this amount of help needed but turned down for same reasons.
Surely things have not changed and a significant part of the day would be taken up by these activities.
I will obviously be argueing that the time taken to carry out these activities takes up a significant part of day but should this arguement be needed? Are they making it harder to get low rate care and then, as a result, practically impossible to get middle rate.

What amounts to a significant portion of the day will, like most things to do with DLA, as various commissioners have stated throughout the years, be a matter for the good sense of the tribunal on a case by case basis.

Incidentally, if he requires help to use the stairs, then (and I'm assuming the toilet is upstairs) why, when aggregated to his other requirements, is not the required help frequent and throughout the day?

Yes I would definately have suggested help was required frequently throughout day but, following reconsideration request, cl received tel call from DBC and agreed toilet downstairs and he manages to get back and fore and needs no help. Also agreed he sits on stool in kitchen and manages to cook himself a meal although I will dispute the safety of him doing this.
