Kenyan national and urgent case payment

Hi

I hope very much someone can help me with this. I work for a housing association so it is rare for me to encounter a client with these difficulties. However client is a Kenyan with NRTPF arrived in 1995. his partner ditto NRTPF arrived 2000. they have two children one born in the Uk and disabled. My client has worked since 1995 and having lost his job should qualify for JSAc but has no nino. His partner has a nino. client claimed JSAC but was told they (DWP) could not help him without his nino (apparently he has been allocated one but it is in a black hole at the home office - in any case he does not know what it is) . They are both applying for ILTR

Has anyone any ideas? Can his partner claim urgent case payments? Can their disabled child claim DLA? I will try to refer to an immigration solicitor but these are rarer than hens teeth where I work.

I think in this case it was no recourse to public funds. I have since discovered that clients Ni number he was using was a temporary one issed in 1995 and he has been told he can no longer use it. He ahs tried to apply for another but all his identification is at the home office including his passport.

Might be an argument for an interim payment based on liklihood of payments take a look at the cliams and payments regulations
