I need some urgent help in this case. Client is Bulgarian national came in UK 8months ago. Found work as self-employed and made an application for Yellow card and NINO. NI refused on the grounds that he is not registered at the Home Office / yellow card/ he explained that he is waiting for the card.

Yellow card refused as he does not have NINO , client has been going in circle for the last 7 months. He was told by the Job centre that there are new rules for NI and for Bulgarian and Romanian nationals.

Is that correct and how can we help this clien?
