Lump sum bereavement payment

Client applied for bereavement payment and was told that as he and his partner were not married he would be unlikely to qualify. He was told that there have been over 200 cases in Scotland and that only 2 have been successful. He was also advised that he would have to get 3 people (not family or friends) to attend a JC+ and make a statement to the effect that he and his partner were seen as a 'married couple'. Anyone got any views on this?

Cheers for that. That's 2 losses and I've heard from some one about 2 wins, anymore wins out there?
