Pension Credit/Child Tax Credit

Have a client who moved from IS to PC on 60th birthday (February 04). Responsible for child. Not informed about CTC by IS or
P Service. Who is responsible for this gross mistake? Backdating only for 3 months? Heads need to roll!

i don't know the procedure either, and would be interested to find out, if anybody knows.

i can tell you that i had what we believed was a 'failed migration' case October 2003, on the bulk automatic tranfer from pensions service to CTC. the stopping of IS 2 days before the critical date for the computer trawl (and the need for a claim) did not come to light until over 3 months later. (nobody at the pensions service could make head or tail of the screen notes). i was involved early in trying (and failing miserably)to get emergency payments under the arrangements for those cases, which nobody seemed to know about at the pensions service or the tax office.

there was an unacceptable delay for our client, but in the end she got all arrears back to October, and the revenue gave her £100 consolation prize for worry and trouble. they appeared to accept that bad advice by the DWP had led to delay, and possibly my criticisms of the interdepartmental arrangements and communications, (not that they said that!), and because they had ignored my complaint letters.

to be fair, as soon as one of my letters got to the right person, the matter was resolved very quickly, and a nice bloke was on the phone to me to track down the rest of it, and apologetically explained the problems of letters going to different bits of the TCO, when they should be forwarded to some other section, and nobody recording them on the computer so when you phone the call centre nobody knows anything about it.

here's what i think could/should happen - the IS computer system, having the age change in its database, could automatically send out a nice clearly worded letter of explanation, - say 4 weeks in advance, with a sort of abridged CTC claim form on which it has printed all the relevant information for the claim for full CTC, (because it has already got the information the revenue needs) for the claimant(s) to sign it and an envelope to return it to the TCO. (i'm assuming they wouldn't wear an automatic transfer without a signed claim, though it was different when it suited 'them', so...)

does anybody know...?
