Absent parent is currently exempt from paying child maintenance due to being on IS, IB and DLA. Client comes under the 'old' rules for CSA. IS is due to end shortly due to house sale, so client's only income will be IB and DLA.

Does IS ending trigger a reassessment of client's liability for CSA? Does client have a duty to report change of circ to CSA? Am I right in thinking client will be liable for 'flat rate' (minimum) child maintenance. Will client be transfered to 'new' rules and does this affect anything?
