OSSC1 form exists but how do you apply for leave?

Since the OSSCSC moved the OSSC1 form has changed and no longer has any reference to applications for leave to appeal to a chairman: it's all applications to the Commissioners.

The TAS website's link to details of appealing their own decisions only goes to unavailable OSSCSC web addresses.

So how do you apply for leave to appeal a decision via TAS, other than using old OSSC1 forms or by letter? I've been doing the former, has anyone been doing anything else? Or have I missed something here (not an unlikely outcome)?

Our regional TAS office are saying that applications for leave to chairs should be done by letter. I think I saw something on the Commissioner's site saying the same.

The only logical conclusion - it would be nice to see it on TAS's website and today I saw an OSSC1 issued by our local TAS office on 01.11.04 that was at least two years out of date, so I don't really think there's much in the way of a unified appeals system in operation here.

I don't want to sound too paranoid but am I the only one who doesn't like this? In the example of the form I saw today a full statement of reasons was issued in early July. Claimant did not understand what to do / made set aside request rejected some time ago as far as I can tell / had difficult calls with TAS who finally issued an OSSC1 to him.

Because of that step he came in to see us and now has a further month to appeal. If they just need to say 'write us a letter' in one of their own letters then he would now be out of time now.

'Serves him right' - maybe. But given the chance for all sorts of Chinese Whispers between claimants and TAS clerks (and given who they work for) the OSSC1 and TAS procedure around it has protected a significant minority from missing out on appeal rights, and I lament its passing at this stage in the procedure.
