Student awaiting PIP appeal

Hello there, saw a client last week - he’s 21yo f/t student at college. He has a learning disability which seems to have been missed in his migration from DLA to PIP - he has been turned down. Client has never claimed ESA.

My understanding is that he is entitled to ESA as a student if he is getting PIP. But at the moment the latter is under reconsideration/appeal. What is the best approach - to start an ESA claim now, request backdating, wait for it to be turned down and then ask for it to be reconsidered when we (hopefully) get a positive decision back on the PIP? I guess the question also applies to other clients who may be making a new claim for PIP that has yet to be determined.
