Can you withdraw a UC claim in the full digital roll out area?

Client failed to attend a number of medical assessments for various reasons. ESA is stopped beginning of April after the last missed medical and client requests a mandatory reconsideration, he is told he will have a decision in 14 days. . He receives a phone call this last Monday more than 3 week later from DWP stating that they have decided he is not entitled to ESA and he must make a new claim for JSA. Client is in full digital roll out area so claimed UC yesterday. Receives another message today from DWP stating his ESA is undergoing reconsideration still and that he will have a decision by 10th June. I rang to confirm this is actually the case and they confirmed.  Client is very unhappy about being on UC particularly finds using IT difficult so asked if he could withdraw his claim and he will manage on what he has until 10th June and then decide what to do if it has to go to appeal.  Is he going to be able to withdraw that UC claim in a full digital roll out area?

He can withdraw his claim. Presumably he is not a tenant and in need of UC to help with his rent now or in future?

If he ends his claim and then wishes to reclaim in future if unsuccessful with ESA challenge, is he aware he will likely serve the 7 waiting days, unless an exemption applies, and therefore wait 7 weeks to be paid?
