Also, yesterday’s attendance allowance unit performance statistics for 2015/16 show potential numbers (and current levels of service) that local authorities will be taking on if proposals result in a transfer.

Responses to consultation now included in new House of Commons Library briefing paper on future of attendance allowance along with -

‘... developments since the Government’s announcement in December 2015 “giving more responsibility to councils in England, and to Wales, to support older people with care needs - including people who, under the current system, would be supported through Attendance Allowance.”...  and such information as is available on the government’s plans. It also summarises reactions to the proposals from local government bodies and other stakeholders.’

Apparently the Secretary of State for Communities & Local Government has just announced at an LGA Councillors Forum that the govt is to drop it’s proposal to make councils pay attendance allowance out of localised business rates

Extract from Sajid Javid’s speech -

I’ve been talking to a lot of council leaders over the past 6 months. And one concern that comes up again and again is the possibility that Attendance Allowance funding could be resourced from retained business rates.

Well, I’m listening. Today I can confirm that the localisation of Attendance Allowance is no longer being considered as part of the business rates reforms.

I’ll be announcing further details on business rates reforms shortly. But I can tell you now that Attendance Allowance will not be included.
