More UC go-live areas today in Yorkshire:

Hemsworth, Pontefract, Castleford and Wakefield jobcentres

Ps - noticed that the DWP haven’t done a UC roll out press release since 21 March, but since then the following were also due to go live -

Hi everyone

Am getting in a bit of a panic about this, as I see clients from all over the place, not only from my local borough (which has 3 different JCP areas anyway…)

Is there anywhere where I can look up full service roll-out dates (for later on in May and for the rest of the year) by postcode, and not by JCP, like here https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/499726/transition-rollout-schedule-phase-1-to-2-2016.pdf ?

Or will this information only become available once the respective commencement orders (or whatever they are called) will be made?

And I suppose the information on here will be updated as time progresses, https://www.gov.uk/apply-universal-credit. Or does anyone know a better way of checking?

That’s a good question. As far as I know there’s no public list of all the postcode sectors served by each JCP.  However, for individual clients, you can check their JCP by postcode here ..

(This is still linked to by gov.uk - I’m assuming it’s up to date.)

.. and then use the list of start dates you already have   to advise clients whether/when they might be about to go digital.

The forthcoming commencement order(s) will set out postcodes affected but (particularly recently) they’ve only been published very close the actual start date.

I’m scotland wide andrea so appreciate your panic.

very few of my clients currently get through the gateway at the minute due to learning disability (the ones that have shouldnt have so im basiclaly learning about the problems with UC in practice by reading this forum).

its the calm before the storm for me as my clients are very likely to fall into all the gaps created by this ridiculous system.

what are the specified conditions that would allow a tax credit claim in the new areas just released, anyone know (save me a while trawling through the regs if someone could help me out here).

Hi both ..... further to the work we’ve been doing on socialcareinfo & counciltaxhelp - and in conjunction with the Low Incomes Tax Reform Group - we’re busy building a UC postcode checker tool to help with this.

Article 12 of this order refers back to Article 7 of the no 23 order which says -

Transitional provision: claims for housing benefit, income support or a tax credit
7.—(1) Except as provided by paragraphs (2) to (6), a person may not make a claim
for housing benefit, income support or a tax credit (in the latter case, whether or not as
part of a Tax Credits Act couple) on any date where, if that person made a claim for
universal credit on that date (in the capacity, whether as a single person or as part of a
couple, in which he or she is permitted to claim universal credit under the Universal
Credit Regulations 2013(b)), the provisions of the Act listed in Schedule 2 to the No.
9 Order would come into force under article 3(1) and 1
(2)(a) to (c) of this Order in
relation to that claim for universal credit.
(2) Paragraph (1) does not apply to a claim for housing benefit, income support or
a tax credit where, by virtue of a determination made under regulation 4 of the Universal
Credit (Transitional Provisions) Regulations 2014(c), the person in question would
be prevented from making a claim for universal credit as referred to in that paragraph.
(3) Paragraph (1) does not apply to a claim for housing benefit in respect of specified
accommodation.
(4) Paragraph (1) does not apply to a claim for housing benefit or a tax credit
where–
(a) in the case of a claim for housing benefit, the claim is made by a person who
has reached the qualifying age for state pension credit, or by a person who is
a member of a State Pension Credit Act couple the other member of which has
reached that age;
(b) in the case of a claim for a tax credit, the claim is made by–
(i) a person who has reached the qualifying age for state pension credit;
(ii) a Tax Credits Act couple both members of which have reached, or either
member of which has reached, that age; or
(iii) in a case not covered by paragraph (i), a person who is a member of a
State Pension Credit Act couple where the other member of the couple
has reached that age.
(5) Paragraph (1) does not apply to a claim for a tax credit where a person or persons
makes or make a claim for child tax credit or working tax credit and on the date on
which he or she (or they) makes or make the claim he or she (or they) is or are entitled
to working tax credit or child tax credit respectively.
(6) Paragraph (1) does not apply to a claim for a tax credit where a person is or was,
or persons are or were, entitled to child tax credit or working tax credit in respect of a
tax year and that person or those persons makes or make (or is or are treated as making)
a claim for that tax credit for the next tax year.

so paras 7(2)-(6), I believe, are the specified conditions - anyone think different please say…

In layman’s terms I think it’s saying -

para 2 i think is just the cop out option for the secretary of state if needed
para 3 is HB for specified accommodation
para 4 is for people who are state pension credit age (or is a member of a couple for the purposes of SPC)
para 5 is for people who are already in receipt of one tax credit and want the other
para 6 is allowing renewal tax credit claims on a new tax year
