curious what it means to the last date people will be able to claim a legacy benefit?

On the basis of this statement:

For the first time since Universal Credit was announced in 2010, we will put specific contingency into the plan from September 2018 until June 2019. The managed migration of existing benefit claims will start in July 2019 and complete in March 2022.

it would appear they enivisage legacy benefit claims ceasing sometime between September 2018 and July 2019 when the managed migration is predicted to kick off.

Although, as we have already seen repeatedly, trusting this has any solid basis for prediction is completely pointless.

Think the “non-delay” of the two child rule in UC from April 2017 to November 2018 is interesting - how are they going to deal with making people claim tax credits in UC areas - will they have to re-introduce the newly abolished ESA and JSA for people who are not in work?

Can’t really understand why the whole thing necessary apart from perhaps a problem with the UC IT which means it goes into meltdown if you try and make it add more than two children but only pay for two?

Anyway, as other people have remarked, good job it’s all turning out so simple!

Hi ... just to let you know that we’ve now officially launched the Lasa/LITRG universal credit postcode checker and that it’s fully up to date including the postcodes to which the digital service has rolled out to today.

(i.e. those listed in Parts 16-19 @ http://www.legislation.gov.uk/uksi/2016/596/schedule/made)

The postcode checker is available @ http://universalcreditinfo.net

Apparently, our new UC postcode checker tool and a local Jobcentre Plus are giving conflicting info ...

Seems there might be an issue, currently in Rugby, postcode checker and JCP give the same differing results.
JCP say claimant’s with responsibility for kids can claim UC, postcode checker says no? 

Postcode is CV23 8EL.

As far as I can see, people with kids in that postcode can claim UC?

Hi Chacha .... cheers for this ..... just had a quick check and come up with:

Yes, Rugby is digital, but I think CV23 (except CV23 9) has been gateway condition 9 (single people only) since 5 Oct 2015 ..

CV23 falls under ‘relevant district 55’ and relates to these regs: http://www.rightsnet.org.uk/welfare-rights/news/item/Further-roll-out-of-universal-credit-between-September-2015-and-April-2016

(NB - CV23 9 went digital on 25 May 2016)

If you search for the JCPs that cover the CV23 8EL postcode @ http://los.direct.gov.uk/results.aspx ..  it looks like it’s Rugby, Daventry and Leamington Spa .... but you’ll see that Daventry and Leamington Spa JCPs are not on the list @ https://www.gov.uk/guidance/jobcentres-where-you-can-claim-universal-credit

Have also checked Lisson Grove’s excellent roll-out map too (https://www.lgbp3.co.uk/ucpc/ucpc.html) and again it looks like CV23 8EL is just outside the area that’s accepting claims from people with children.

Let me know if I’ve missed something (it’s entirely possible!!)

Hi Shawn, thanks for the prompt reply.

Just checked with locals here, and yes, Daventry and Leamington Spa JCPs are not on the list, but what I have now been told is that because the 3 JCPs are basically equidistant, http://los.direct.gov.uk/results.aspx, claimants are signposted to Rugby or their claims, even if handled by Daventry or Leamington Spa JCPs, are handed to Rugby JCP which means they migrate. Not quite sure how right that is though.

I Think I will have a look at the postcodes here and then compare as many as I Can when I have the time, will let you know, thanks again.

Ok, checked a couple more postcodes, same scenario (JCP in Rugby another JCP in Coventry), JCP will accept claimants that have kids, as long as not disabled, fostered, etc. CV3 2BA and CV3 2AW, beginning to wonder how widespread this is, even if it’s just little pockets.

so, I went through all the checks for CV3 2BA, and again I’m sure that it’s Gateway Condition 9 (single people/no children)

.... it’s covered by relevant district 64 and has been subject to GC9 since 7 Dec 2015 .....

Hi Shawn, sorry meant the other way round, they will not accept a UC claim from a claimant with kids that are disabled/fostered/adopted etc.

Sorry a bit confused this afternoon, yes I meant they are taking claims from people with children, and yes, there is evidence. There are live UC claims, with couples/single parents, that have kids. Hope I’m making sense, I’m having a nightmare of a morning.

Hi Chacha .. no worries ....

So to bring it together, you have people in Coventry/Daventry/Leamington Spa JCP areas who have children who’ve successfully claimed UC because they’ve been handed over to Rugby JCP?

Chacha - we are going to contact the DWP about this but I just wanted to seek clarification - do you know whether the couples/families in those CV3 postcodes have gone onto the digital service (claimant commitment managed online) or the original live service?

I have spent the afternoon trying to find actual claims, still working on it. The site detailing DWP stats on UC claims by area/postcode is down, so can’t pick up anything from that.

That’s what I have been told, can’t corroborate yet.


Daphne,

This pertains to the live digital service areas and not the “full” service areas. The areas I’m looking at are Daventry, Leamington Spa and Binley Woods at the moment. These are CV3 and CV23 8(..) postcodes.


The guidance given to claimants, is that people with kids, in these areas, migrate to UC.

Thanks for this, please let me know any other details that may be useful.
