Insufficient Contributions

Client disallowed contributory ESA due to no contributions paid in years ending 05/04/12 and 05/04/13. During these years he lived in France and contributed to the French social security system. Does anyone know if there is a mechanism for these French contributions to be applied to his UK record?

Not that I am aware. Can he export an equivalent French benefit?

CPAG p1598 seems to suggest so.

I received training recently which advised that JCP overseas unit (Tyneview Park Newcastle tel 01912 187652) can check EEA payment record

I was going to say, see CPAG p1557, which says insurance paid in another country can count towards c-ESA if there is a reciprocal agreement (though this seems to be contradicted in the DMG:
070312 ...The various reciprocal agreements which include provisions on IB were not extended to include ESA. Thus ESA (Cont) is not covered by any reciprocal agreement.  ...)

In any case, I think you should first see if you can benefit from the EU co-ordination rules, before falling back on a reciprocal agreement (CPAG p1557 again)
