I haven’ dealt with anything other than rent/HB in social housing for a long time and am struggling a bit with the following. We have a new extra care scheme with a mix of rented, shared ownership and outright purchase. of apartments. Most residents will be over Pension Credit age. There is a service charge (which is eligible for HB) and all residents have to pay.

Renters - no problem, claim HB if income low enough for help with rent (including service charge).

Shared owners - most have paid a lump sum for the bought percentage and have no on going mortgage. Do they claim HB for the rental part (including service charge)?

Outright buyers - again most have paid in full and have no outstanding mortgage. What do they claim for the service charge? Is it Pension Credit (if they are on it or if service charge brings them into entitlement)?

Yes, those are all correct.  HB for both rent and service charges when it’s shared ownership.

and outright buyers? i.e those buying 100%. They mostly won’t have mortgages as have sold properties and used capital to but new apartment - what do they claim for help with the service charge if they are on low income/Pension Credit?

They claim Pension Credit - long leaseholders’ service charges and ground rent are covered by Pension Credit
