Med certificate not accepted by JSA following ESA WCA decision

Our client had claimed ESA but failed the WCA.  We submitted a mandatory reconsideration of the decision and our client claimed JSA whilst we received the decision.  She submitted a medical certificate in order to be treated as being on extended sick leave up to 13 weeks.  The medical certificate was not accepted and our client was told that it is new guidance that med certificates cannot be accepted for JSA if the health problems on the certificate are the same as those that the recent failed WCA was based on.

We have not come across this before.  We cannot find any new guidance.  Can anyone help?

We too have been told that there is guidance (which there appears to be but we haven’t seen the full document, just excerpts, and we haven’t been told where we can find it) and we have also been told that JSA Regs include this provision, but precisely which Regs have not been specified.
