RTR for international student studying in Hungary but living in UK

Hi all,

Looking for some advice please netters.

I am assisting a client secure permanent rtr by virtue being a dependent family member (daughter of EEA national) for period of 5 years (before age of 21). Relevant period September 2010 - September 2015.
Her father has secured permanent rtr.

Her issue is that in late 2013 she has commenced a course in a University in Hungary.
She is still partly UK based and still lives with her parents.
But does still in student accommodation for spells.
She has never stayed in excess of 6 months.

I was wondering if she would be able to claim to still be a dependent family member abroad whilst a student.

Any guidance or thoughts would be greatly appreciated.
