Can a Conts JSA claim also be an IBJSA claim (similar to ESA)?

I have a couple 64 & 62, recently tried to claim JSA as he is now unemployed - advised to claim PC as this made more sense, however he then questioned why this hadn’t happened in November ‘15 when he was unemployed for 3 months.

I have limited facts, but suspect a claim for (c)JSA must have been taken in single name only, despite the fact they would have been entitled to PC at that point as well. He states he made this claim in the Jobcentre as this was his first claim in 30 years or so. His wife doesn’t work, and is in poor health but not in receipt of any benefits.

I realise we cannot now claim PC backdated as there is the 3 month limit, but wondered if the Conts JSA claim could also be treated as an IBJSA claim (like ESA) and therefore a Revision could possibly be submitted (with medical evidence for wife), or is a Compensation payment the best way to go, based on JC+ advice.
