Can a qualifying young person claim carers allowance?

Hi all,

18 year old is a carer for disabled mum + has final exam mid June 2016. Will be taking a gap year + applying for university in 2017.

Mum will continue to receive CB until terminal date. I want to advise 18yo to claim CA immediately as CA rules do not appear to limit f/t education to being QYP or to terminal dates but fear I am missing something?

Can anybody clarify?

http://www.rightsnet.org.uk/forums/viewthread/8490/ discusses similar issue, CA in payment. Nevip’s point that:

Section 70 of the SSC&BA; states:

“A person shall not be entitled to an allowance under this section if he is under the age of 16 or receiving full-time education”

seems to go in your client’s favour; if they have left school can they be deemed to be “receiving education”? I would say not.
