DWP phonelines - are they blocking withheld numbers?

Just wondered if this is something other people have encountered and if it is just a one-off problem today.

Trying to call DWP all day (various depts.) from my office phone and it was just ringing out, no automated voice. Tried with my mobile and it went straight to the usual greeting. Have they suddenly blocked calls from withheld numbers such as councils??? Never had a problem before.

Just dialed JC+ helpline via withheld council phone and no issues
