Housing costs and trusts

My client receives IBESA. He was living with his mother (deceased) and proceeds from the sale of her house are to go into a trust fund for him. The plan is for the trust to purchase a property for him to live in. The flat in question is liable for service charges which would be eligible for housing costs if he was an owner occupier. Is he able to claim housing costs even though he is not an owner occupier or can he claim them as HB?

I think that the starting position has to be to find out who is going to be liable for the housing costs- if the liable person is the trust who owns the flat then I can’t see how your client could get costs from either HB or IRESA
