It doesn’t look like Hickinbottom J was aware of the three judge panel in TJ, DB, TG v SSWP [UKUT] 2015 0056 (AAC), which would have been relevant to Ground 4 at least, or that the appeal in that case is due to be heard in the Court of Appeal on 24/25 November 2015.

Does anyone know who this appellant was at all?

She doesn’t appear to have had any representation at all as far as I can see - no idea who she is other than she must live near Telford as that is where the SC scheme was based.

There is an interesting comment at para 94 -

Section 9(2) [of the 1995 Act] makes clear that a jobseeker’s agreement only has effect for the purposes of section 1; if commitments in the agreement are not fulfilled, that is not a sanctionable failure

Something we all know but doesn’t always seem that those applying sanctions do so could be helpful.
