Tribunal decides permanently resident (Income Support appeal) but local authority says not eligible for homelessness assistance

My client’s right to reside appeal (for Income Support) was recently heard by the Tribunal and allowed (permanent residence).  The DWP has already implemented the decision and Income Support has been awarded and arrears due paid.

At the same time, she made a homelessness application which has just been refused on eligibility.  The housing caseworker was waiting for the outcome of the Tribunal so it came as a surprise to get the decision that we got (not eligible for housing - person from abroad). I’d assumed, perhaps naively, that the local authority would just follow the FTT/DWP decision.

Has anyone had a similar experience?

Thanks in advance
