JR challenge to Westminster policy on DHPs for those affected by benefit cap

Inside Housing is reporting that Zacchaeus 2000 Trust has been given permission for JR challenge -  expected to be heard in February - of Westminster’s policy of only awarding DHPs to those affected by benefit cap if they can show ‘engagement with work programmes and/or action to find alternative accommodation.’

It looks like the policy was amended in 2015, presumably they backed down rather than face a JR on the issue?
