Definition of Moving Around - urgent help

I hope someone can help.  I have a lady who lives in a Sheltered accommodation scheme.  She was previously receiving high rate mobility component of DLA.  Under a PIP review she only scored 10 points and therefore only on standard rate PIP.  We have been to a Tribunal and the panel were quite aggressive in questioning my client in how far she can walk and asked her to give an example of a time when she travelled to her mothers.  They wanted her to tell then how far from her front door to the lift, then lift to the main entrance, entrance to the bus stop and then bus stop to her mothers (block of flats) flats entrance to mothers front door.  Obviously these were all guesses.  Now i get that Moving Around is “outdoors” but what does “outdoors” actually mean and does anyone know if there is case law on this type of query yet.  This is urgent as i have very limited time to request appeal to upper tribunal if i need to.  Thank you in advance.

The legislation doesn’t say outdoors but the PIP assessment guide does - it suggests that consideration should be given to kerbs and (perhaps) cobbles and reasonable inclines.

Do you have the statement of reasons yet?

The focus on distance is misguided to some extent. The real focus needs to be on regs 4 and 7.
