For bedroom tax purposes, is a baby entitled to its own room as soon as it is born, providing there are no siblings of the right age/gender who he/she could share a room with?

Everything I’ve read about the bedroom tax just says ‘child’, but someone mentioned that babies don’t get their own room - for bedroom tax purposes - until they are 12 months old. I haven’t found anything that refers to a minumum age for children and the bedroom tax…

They are allowed a bedroom from birth. The 12 month thing is to do with overcrowding and the argument that a room below a certain size isn’t a bedroom if a child over 12 months old would have to sleep in it.
