Decoration of individual flats

Afternoon,

Just after a bit of clarification if possible.

If a landlord redecorates a residents flat in a sheltered housing scheme, is the cost of this redecoration eligible for HB if the costs were included in the service charge?

My initial thought was yes it will be as it’s to do with the provision of adequate accommodation but I’m now second guessing myself and am wondering if it would only be eligible if it was to do with communal decorating rather than the decorating of an individual’s flat?

Any thoughts or guidance would be greatly appreciated.
