Today the Home Secretary has confirmed that the Justice Minister and some other minister or other are investigating a UK Bill of Rights.

Is it a coincedence that also discussed today is the matter of sex offenders register and a right of appeal?

Wonder what the headlines will be tomorrow?

On dropping the plans to reduce housing benefit for the long-term unemployed, Mr Duncan Smith told BBC Radio 4’s Today programme it would “not be” in the Welfare Reform Bill.

CTB is in UC.

LHA equivalent gets embedded “Where the amount for housing relates to a liability to pay rent, it is intended that the amount will be calculated with reference to a claimant’s household size and circumstances as well as their actual rent, as is the case currently in housing benefit.”.  This is where the social housing size limits can presumably get implemented.  Rumour has it that those are likely to be implemented as a %age cut rather than an LHA type limit

Community care grants and crisis loans other than those currently available to applicants pending payment of benefit (“alignment loans”) will cease.

Instead, in England, new locally-administered assistance will be provided by local authorities. In Scotland and Wales the Devolved Administrations will decide the most appropriate arrangements for assistance.

Budgeting loans and alignment loans will be replaced by payments on account

Regs will allow for a de minimus limit on payments of UC.  Implications there for passporting in particular as well as some financial savings.

a member of a couple who has attained the qualifying age for state pension credit may not receive state pension credit if the other member of the couple has not attained that qualifying age. This is to ensure that all claimants who have not attained the qualifying age for state pension credit are required to claim universal credit and, if appropriate, be subject to work-related conditions of entitlement.

Contributory benefits to be means tested.

Powers to allow for the introduction of an earnings taper, so that ESA and JSA (there will be no CB any more as IB JSA & ESA are abolished) will be reduced at a constant rate as earnings increase in the same way as universal credit. This rate will be prescribed in regulations.

Looks like the Carer Premium may be under threat?

73   State pension credit: carers

(1)  The State Pension Credit Act 2002 is amended as follows.

(2)  In section 2 (guarantee credit), in subsection (8), for paragraphs (a) and (b)

(3)  In section 17 (interpretation), in subsection (1), in the appropriate place there is inserted—

““regular and substantial caring responsibilities” has such

meaning as may be prescribed;”.
