Housing Benefit for Two Homes

Hi,

I have a client who has Indefinite Leave To Remain, he signed for a tenancy whilst resident in a YMCA Homeless Hostel, and was held to a 4 week notice period by the YMCA, so this was paid by the local authority. However, when he asked for the HB to be backdated he has been refused - he is in receipt of JSA, with no dependants so does not qualify (i.e. Income Support Premium Route).

He now has 4 weeks rent arrears, as he was reluctant to enter his property until the Community Care Grant had come through.

Under the regs I have had a look to see if the YMCA has been given the Royal Charter at any time (which would mean it qualifies as residential accommodation and then my client would get the HB for two homes), however I have had no luck so far.
