child maintenance disregards

The pre budget report outlined changes to child maintenance disregards in HB/CTB and IS. It suggested for IS a change from £10 to £20 and for HB/CTB from £15.00 to all disregarded. We were hoping that yesterday's budget would confirm these and give commencement dates etc, but nothing was mentioned as far as I know? Has anybody else looked into this and can give me any answers or direction?

the only mention i can see is on page 71 of 'Ending child poverty: everybody's business' which accompanied yesterday's budget -

'At Pre-Budget Report 2007 the Government committed to increase the level of the child maintenance disregard, in the main income related benefits, to £20 a week by the end of 2008 and increase it further to £40 a week from April 2010.'
ie - nothing in addition to what it had said last October
