ib - training scheme

Hi have a 20 year old client on a training couse he recives 40 per week - he is in recipt of h/c dla - his father is not longer entitled to child tax credit for him - will he qualify for ib whist still on training course?

Reg.4(c), IB Regs says receipt of a training allowance (under S.2(1) Employment and Training Act 1973) blocks IB. In E+W, training allowances are not usually paid now - it's EMA's instead - but sounds like NI is different.

Can claim IS though. And can claim IBY once finishes training. Haven't checked ESA position.
