I think you need to read this thread Peter. The position is apparently in the process of being dealt with by DWP but there is certainly a lack of clarity about how and when this will occur.

I beleive this matter has now been clarified under SI 2008 regs, 2783. That existing claimants on ICB or SDA who become eligable for a premium that brings them into IS threashold after 27th october, will be able to claim IS, however this is not my specialist area, so would not bet my life savings on this, we all seem working in the dark with ESA. However will still not get premium on HB/CTB calc. You may wish to look at the CPAG website which seems to have some useful info on this.
